Deterministic C-address from (deployer=sponsor, salt=sha256(pubkey), networkId).
BYTE-IDENTICAL to the facilitator's `derivedContractAddress` (validated
on-chain): same `ContractIdPreimage::Address` preimage. The contract id depends only
on deployer + salt + network - NOT on the Wasm hash or constructor args.
